Provincial Government unveils plan to phase in services

Newfoundland and Labrador will be using a Five level plan rather than a phased plan. Currently we are in level five and will move to level four on May 11th, except for the following measure which is in effect immediately: As of today you can join your bubble with one other bubble (both parties of the bubbles must agree to join and not join other bubbles).
